Joe Rogan and “Fear Factor” return on NBC Dec. 12. CREDIT: NBC NBC, in a desperate need for some ratings oxygen, has resurrected “Fear Factor” from the dead after five years. It returns Monday night at 8 p.m. Joe Rogan , who has freely told media that the money was too much to pass up , is back as host. The competitions are amped up but the prize is the same: a relatively measly $50,000.
